The Honorable Vera Katz Dear Mayor Katz: Thank you for taking the time to meet with us and discuss Portland's continued involvement in the JTTF. In light of the concerns expressed over the years, as well as the recent developments we presented at the meeting, we continue to believe the City should discontinue its relationship with the JTTF. As agreed at the meeting, we are submitting the following questions to you for the purpose of clarifying the current status of the JTTF in Portland. We appreciate that there are a number of questions but continue to believe that the more information provided to the community in advance to the hearings, the better understanding there will be at the outset.
Status of the PJTTF 2. In light of the recent changes, please clarify the various roles of those employees within the police bureau and the JTTF. 3. When are JTTF assigned Portland officers creating JTTF (FBI) files? 4. How many Criminal Intelligence Unit (CIU) officers do we currently have and are they the same as the JTTF officers? 5. Are the CIU officers' files being reviewed for compliance with ORS 181.575? If so, by whom and how frequently? Does Richard Rosenthal also review the files? 6. How do the JTTF Portland officers distinguish between information collected for the JTTF and information collected for the Portland police bureau when it comes to file-keeping?
Role of Mayor 2. What is the scope of your oversight? 3. How do you intend to provide oversight to the PJTTF? 3. Will you have access to any files? If so, closed files? Current files? 4. Do you have access to ongoing investigations? If so, how?
General Questions 2. Have Portland police ever been removed from a JTTF investigation, or portions of one, because some of the investigation techniques run counter to Oregon law? 3. What is the specific legal basis for the FBI's decision to deputize Portland officers as FBI agents? 4. Did any Portland police officers participate in the Mayfield investigation? If yes, to what extent were they involved?
Files 2. What safeguards are Portland police taking to ensure that information contributed to the files complies with Oregon law? 3. If a target of either a preliminary inquiry or an investigation is shown to be innocent of terrorist involvement, is there a process in place to purge the JTTF files related to that individual?< Thank you again for the time you took to meet with us and for offering to provide the answers to these questions prior to the renewal hearing.
