More Shootings in Oregon, Plus Suspect "Suicide" in Vancouver

Here's news from the past few months of other law enforcement deadly force incidents in Oregon and just to our north in Vancouver, WA.

--On April 30, Salem Officer David Baker, responding to a domestic violence call, shot and killed Michael Conley, 47, who allegedly refused orders to drop a knife and ran at Baker (KGW-TV, May 1).

--Days later on May 9, after Jacklynn Rashaun Ford, 25, ran on foot from a traffic stop, Salem Officer Trevor Morrison shot and killed her with bullets to her head and chest (Statesman Journal, May 11).

--June 11, just one day before Portland Police shot Nick Davis (article), Milwaukie Officers Billy Wells and Zane Odem shot and killed Travis Blake Utley, 38, who drove away from a traffic stop and into Portland. The officers say Utley rammed their patrol car, prompting them to open fire (Oregonian, June 13).

--On July 7, Clackamas County Sheriff's SWAT team members Deputy Nicholas Adler, Sgt. Anthony Kollias and Detective Jeff Miller shot and killed Shane Lucan Griffin, 36, after a three hour standoff that began as a domestic violence incident and ended when Griffin allegedly came out of the house with multiple weapons (Oregonlive, July 15).

[Also, on June 23, Christopher Eugene Elliott, 30 allegedly shot and wounded Rainier Officer Russ George during a traffic stop. Police say Elliott then drove away and fatally shot himself (Oregonian, June 25). Press reports do not indicate that the police shot at Elliott... but who knows.]

Meanwhile, in Vancouver, James T. Sapp, 47, was found dead in his jail cell in Clark County after being arrested for shooting and wounding Officer Dustin Goudschaal on June 30 at a traffic stop; the officer fired back at Sapp's truck (Oregonian, July 19). The phenomenon of suspects accused of shooting police who then die in jail is not new: Stephen Dons supposedly hanged himself with a bedsheet, though paralyzed by police bullets, in Multnomah County Jail in 1998 (PPR #14).
