More PervoCops in Oregon

In previous issues of the PPR, we have reported on the shameful sexual misconduct by various Portland Police officers. In addition to a new Portland pervocop, incidents involving Hillsboro, Multnomah County, Gladstone, and Marion County have made headlines.

• On March 29, Portland Officer Scott Elliott (#17887) was arrested for "luring a minor and online sexual corruption of a child." Elliott works on the Bureau's task force to check on registered sex offenders. He was caught in a sting by an officer posing as a youth (KATU-TV, March 30).

• In January, the state Board on Public Safety Standards and Training voted unanimously to revoke the certification of former Hillsboro officer Justin Morris for ten years. In December, 2010, Morris took home an intoxicated woman whose boyfriend had been arrested on an impaired driving accusation. While on duty, Morris later returned to the woman's home and had sex with her. Morris resigned from the Hillsboro Police Department in June. No formal charges were made against Morris due to conflicting statements made by the woman involved (Oregonian, January 4 and KATU January 26).

• On February 29, Multnomah County Sheriff's deputy Eddie James Miller was arrested for sexual contact with a woman whom he had been guarding at Inverness Jail (Oregonian, February 29).

• In December, Gladstone police sergeant Lynn Benton was fired regarding allegations of fraud and possessing and viewing pornography on his police issued computer. Benton was placed on administrative leave in May shortly after his wife was found slain in her Gladstone beauty salon. Benton was implicated (but not arrested) as a co-conspirator in the death, as he allegedly offered a woman $2,000 to kill his wife of less than two years (Oregonian, February 2). It seems that by looking at porn on the job, Benton handed the Department one reason to be fired.

• On March 20, Marion County Sheriff's deputy Mark Samuels was arraigned on seven charges of sex abuse and custodial sexual misconduct related to a female inmate which allegedly occurred while he was on duty at the jail's work center (Oregonian, March 21).

In related news, former PPB officer Ryan Graichen was sentenced to 10 years in prison for paying underage girls with money, booze and drugs for sex (Oregonian, January 29). Graichen left Portland after making a "Girls Gone Wild" inspired video at a High Schoool dance while on duty (PPR #41).
